The threat of tariffs is a powerful tool. Mexico has started playing along already. You do have to be willing to implement tariffs, but I believe the intent is to manipulate trade partners in a way that benefits the US without actually having to implement the tariff. I believe protecting US industry is the exception rather than the rule except maybe for dealing with China.

China still makes money. China invests into its own people's education and healthcare and infrastructure because of socialism.
