I just sold a property in Portland and I'm thinking to put the cash in stocks, I know everyone is saying it’s ripe enough, but Is this a good time to buy stocks? How long until a full recovery? How are other people in the same market raking in over $200k gains with months, I'm really just confused at this point.

I have $20,000 in a third world country. Want to invest in something out of this scum hole of a country (Bolivia). Any ideas? The safer, the best. Not looking to be a millionaire, but at least make my money grow more than in a Bolivian bank (and better if stored safely out of here because you can't even imagine how scummy the Government, institutions, and banks are).
